Galio starts with them most and veigar can get the most.
Galio starts with most from his passive converting half his MR into AP (only he and Viktor (also from a passive) actually start with any). Veigar has the ability to get unlimited AP, but that is about it. Other than him, everyone can get to almost exactly the same maximum amount of AP (Except Viktor and Galio again, because of their weird passives). AP is not like AD— it doesn't scale with level except for one champion (Viktor). You can get it through items, runes, and masteries, but nothing else. The highest AP items in the game are Seraphs embrace, a fully stacked Mejai's soul stealer, Rabbadon's death cap, Zhonya's hourglass, and deathfire's grasp. Viktor's passive is technically an item, and it has the highest flat AP in the game (Rabbadons and Seraphs usually get more from their passives).
