"Arkady is someone who should not participate at the bloodshed on the Fields of Justice. But again, he is fighting for a greater cause. I just hope he doesn’t eat all of my cupcakes." - 
"There is an island in the northern places of Freljord that consists of ice, much colder and dangerous than Freljord itself, although many Freljord Warriors seek the island for survival training and strengthening their body. It is a land for most unknown, but in particular not interesting enough as explorers of Runeterra could find nothing of value on the continent of ice. Though it would be something else if they had found a new species like Arkady is.
Arkady was born and grew on the island of true ice, where his mind and body was trained from the beginning of his life until now, by simply surviving in the cold atmosphere. The tribe of Arkady lives on that island since aeons, but never cared for the outside of the world. Since many generations, the tribe holds an artefact that can control the weather – to be precisely, it can summon water if the tribe needs to drink – it can summon strong winds to carry the island on different hunting grounds – summon frosty snow to increase the islands and much more. Unfortunately, the artefact has been stolen and only a note was left containing the letter ‘C’.
From a variety of candidates Arkady was chosen, but not for his strength or braveness, but for his potential. Arkady is a special case as even though none of his race ever left the island, he was the only one who always felt carefree when anything was related to the outside world. He imagined the world with his own mind and thus was the only choice to be the first and hopefully last of his tribe, who leaves the island, but to return with the stolen artefact.
With the help of certain Peacekeepers like Sheriff Caitlyn and genius inventor Heimerdinger, Arkady prepares to reach the expectations and beyond towards a future for his race."

#Champion Explanation
- Arkady (Transcription of Arkadiy which is the Russian form of Arkadios and thus from an ancient Greek name meaning "of Arcadia". Arcadia was a region in Greece; its name deriving from arktos "bear". This was the name of a 3rd-century saint and martyr.) is adventurous, dependable, observant, optimistic, naïve, shy, humble, imaginative, valiant, trusting and sometimes acts innocent. But Arkady is also rude (when he says the truth), impulsive and gullible.
- Arkady sometimes seems like isolated from the world around him. He is a very cheerful and childish person who gets lost in his fantasies. He doesn’t like to hurt people, but for his race he has to do things that others can’t do. On top of that, he always wanted to fly. Thanks to Heimerdinger who created the backpack, Arkady is able to fly, although not high and not forever.
- Arkady’s backpack is a reference to Super Mario Sunshine, where Mario uses a jetpack with a powerful water cannon. Arkady’s wish to fly is taken from various movies or series with penguins who wished to fly like a real bird. If Arkady doesn’t find the artefact, the island of ice will melt over time and his race will find themselves in dire situations as they can’t travel anymore to hunting grounds.
- *If you don’t know what means the letter ‘C’. Since some time, a cat burglar or rather said bandit is stealing big in Valoran, even Demacia requested help from Caitlyn to capture him. Unfortunately, she still searches – and another case is the one on the arctic island. The cat burglar stole a important artefact and now Arkady searches for him with Caitlyn. *
- *Arkady is friends with Caitlyn (Because of the Case), Heimerdinger (Because of his inventing), Gnar (Because he has a good mood.. well, half of him) and Nami (Because they share a similar path where they try to save their race). Arkady’s enemies are Fizz (Because Sharks are the natural enemy of penguins) and Tryndamere (Tryndamere once threatened Arkadys tribe to create a crazy snowstorm to test his skills – but they refused, because the artefact was to be used for the good of many, not for a single one) *
- *Arkady is a great tank mage who can initiate well and do some awesome plays to help his team achieve victory. He is best played top, perhaps jungle could work as well. *

#Abilities
***Arkady’s secondary resource is called ‘Hydrogen’. Arkady’s abilities are bound on Cooldown and ‘Hydrogen’ is consumed by casting abilities. ***
#Innate Passive - 'Hydration':
*Arkady generates each second 15 Hydrogen. Whenever Arkady consumes Hydrogen and falls to exact 0, his backpack begins to leak and immediately a small AoE circle of 350 range around him on the current location on the ground is created for 1.5 seconds. Within that duration, allies receive bonus +5%[x[Champion Level]] movement speed when walking on the AoE and Arkady’s Hydrogen regeneration is doubled while inside. *
#Q – ‘Hydro Spin‘:
Arkady’s backpack starts to malfunction and a endless flow of water pumps out and let him spin wildly and extremely fast around. For 1/1.5/2/2.5/3 seconds or until out of ‘Hydrogen’, Arkady deals to enemy targets within 250 range around him constantly each 0.5 seconds 15/20/25/30/35(+10% AP) magic damage. In addition, enemy targets he comes in contact for the first time while Hydro Spin is active, gets knocked back 300 range and if they hit terrain, they are stunned for 1 seconds.
- Info: Stuns interrupt this skill. Cannot knock back the same target a second time. Can be recast to stop earlier and stop consuming more Hydrogen. While active, other abilities can be activated.
- **Hydrogen Cost: ** 30 each second
- **Cooldown: ** 16.5/15/14.5/14/13.5
#W - 'Flying Fish Raiders'
*Arkady summons for each current 20 Hydrogen, one flying fish up to a max of five. The flying fish rotates around Arkady for a brief 0.5 seconds before it then launches to the nearest enemy target within 500 range around Arkady. One flying fish deals 35/40/45/50/55 (+10% AP) magic damage. The flying fish prioritizes targets with the lowest health % and once a target has been locked on, it chases the target up to a max of 950 range until it then fades away. *
- Info: The flying fish can be blocked by wind wall or other units such as minions, monsters and enemy champions.
- **Hydrogen Cost: ** from 20-100 (current Hydrogen)
- **Cooldown: ** 15/14/13/12/11
#E - 'Turbo Mode':
Arkady adjusts the water output of his backpack to maximum and flies/dashes to the designated location of max 650 range. Depending on the current Hydrogen, Arkady will not stop until the ability has been cancelled or he is out of Hydrogen. For each enemy Arkady passes through, the enemies have their magic resistance lowered by 1% of his max health for 1.5 seconds.
- **Hydrogen Cost: ** 0.65 each 1 range (up to a max of 65 Hydrogen cost at maximum range)
- **Cooldown: ** 13/12.5/12/11.5/11
#Ultimate - 'Aquatic Kamikaze':
*If Arkady has max Hydrogen, he immediately skyrockets to the sky and becomes untargetable. Arkady may freely walk while in the sky, but has heavily decreased vision range and his movement speed is decreased by 20%. Arkady flies in the sky until he recasts or Hydrogen is fully depleted. Once Arkady comes down, he immediately deals within 500 range around him *150/200/250(+60% AD)(+20% AP) physical damage ** and snares all enemies for 0.5/1/1.5 seconds.
However, if Arkady doesn’t have max Hydrogen, he is immobilized and charges for the remaining Hydrogen. In the meantime hard CC can stop the Ultimate and set it on full Cooldown.
- Info: Enemies are able to see a big shadow on the ground that indicates Arkadys location. Arkady is unable to cast any other ability while in air.
- **Hydrogen Cost: ** 25 each second
- **Cooldown: ** 125/115/100
#Concept Explanation
I think I can say that Arkady offers some unique mechanics and a new kit. I wrote that Arkady is a tank mage but he can also be played as full mage or full tank, though I wouldn’t recommend as his base damage is great, but alone not enough.
- Innate Passive allows Arkady to go head-first into battle, create a field to increase his allies movement speed and help his team greatly. He can also use his Ultimate until Hydrogen is completely depleted and when he lands onto the targets to snare them, he also creates the zone – which gives the own team the opportunity to strike fast.
- His Q gives Arkady the ability to deal damage over time and knock enemies back and eventually stun them to deal further damage over time. It’s a very risky ability that can backfire as Arkady needs to go very close – like for example: Skarner uses Ult on Arkady and Arkadyr knocks him back in the process – backfire.
- The W creates up to five projectiles that seek for enemies. Though they deal low damage in early stage and perhaps even in late, they can devastate once all five hit the target – and that is the true goal. In laning phase, they become almost useless, though not entirely useless as Arkady can cast freely and harass freely.
- E let him dash for the amount of his current hydrogen. If he’s low on hydrogen, his dash becomes extremely short and thus can backfire him. However, he decreases the enemies magic resistance for short time, increasing his damage and of his team mates for a short period.
- Last, but not least - The Ultimate - which is awesome in its own way, but I fear for most it would seem overpowered, though it isn’t really. Arkady temporarily flies into the sky for a max of 4 seconds and his movement speed is lowered while he is flying around. A great opportunity to prepare an ambush, either at him or at the enemy.
Arkady is strong against fighters and tanks as he can play tricky and can turn the tide with his CC and reliable skills. On the other hand, Arkady is weak against ranged fighters, high-mobility mages and CC. Arkady does only have one gap closer (E) and his Ultimate needs preparation time in the worst-case scenario.
How to fight against Arkady:
- Keep in mind that Arkady’s abilities consume Hydrogen. When he activates an ability, he most likely will be unable to cast another for a short time.
- You should try to spare any hard CC skills for the moment when Arkady tries to use his ultimate.
- Try to outsmart Arkady and to lure him out of his passive zone. And be careful near terrain, Arkady might stun you.
