I want map skins & announcers, future idea?

I will leave this just here i want this to happen also in Ranked! No idea what board also this fits.
Uhm since you can get perma banned for using custom skins etc. I really want the winter rift back! Seeing the rift nostalgic green for so long makes me sad. Can you make map skins/announcers that are not event exclusive only. Examples:
- Autumn
- Winter
- Halloween theme
Maybe in the future hidden easter eggs based on weather condition that dont impact the game much example (if it's free and random):
- rain: Example Nami gets 3+ speed/ignite last for 4 seconds
- Winter: Freljord champs 5% tenacity/ all non freljord champs -3 movementspeed
So.. as a Bard lover with 3mil mastery I need this.. no everyone wants this!
I don't know what the problem was 3 years ago, stress for the eyes, causing migraine etc. (with the option to disable/or just dont buy/mess up contrast dunno) You can easy perma sell this in the shop for RP likewise for announcer packs 600-1350 rp or have champ personalized for 1820RP (when u feed/tilt/do something with ethernals/get a double kill when u just got ganked)
