Fiora Rework
Fiora's problem is that she has binary gameplay. She either gets ahead or is shutdown. Additionally, her playstyle doesn't match her character--as a duelist, she needs to feel more "duel"-y. Here is an attempt to remedy that.
Fiora - The Grand Duelist Lore: She now has a magic sword named Wisp that she has honed as a result of dueling with many over the ages, becoming a sword that is almost "alive" and a literal extension of her duelist's spirit.
Q - Wispblade - Fiora thrusts her sword, conjuring up a magical image of a wispblade. It goes forward, dealing 50/80/130/160/190 (+1.00 bonus AD) (+60% AP) to units in its path, marking them with Wisp's Mark for 5 seconds (Range: 650). If Fiora attacks a unit with Wisp's Mark, she gains a shield of 30/40/50/60/70 (+50% AP) (+0.50 bonus AD) for 1.0 second, and increases her movement speed by 10/15/20/25/30 for same duration. The shields stack, the movement speed bonuses stack and gradually decay over time, and the mark is not consumed. CD: 12 Mana cost: 80 Mana
W - Riposte - Fiora readies her blade, deflecting the next auto-attack or projectile (a la Yasuo) spell in the next 1.5 seconds. If she successfully blocks, her next attack becomes empowered, stunning her next target for 0.5 seconds and dealing 60/90/120/150/180 (+100% AP) (+1.00 AD) physical damage. CD: 14/13/12/11/10 Mana cost: 40 Mana
E - Quick Step - Fiora dashes in a target direction, becoming untargetable for the duration of the dash. After the dash, she gains 50/70/90/110/130% bonus attack speed for 3 seconds. Quick Step's cooldown is reduced by 1 second for every minion or monster she kills, and is refreshed upon kill or assist. CD: 12 Mana cost: 40 Mana
R - Blade Waltz - Fiora and her blade, Wisp, become synchronized with each other, allowing Fiora to sweep around the battlefield. Fiora gains the ability to dash to any unit, friendly, enemy, neutral, or ward, up to 5/6/7 times, dealing 90/150/210 magic damage (+50% AP) (+0.50 AD) to the target if it is an enemy and dealing on-hit effects. She cannot dash to the same target twice in a row, but she can dash to the same target more than once. Fiora can be stunned during her dashes. CD: 120/100/80 Mana cost: 30/35/40 Mana per dash
Fiora has been transformed into a skill-based carry that now has viable AP and AD paths. She relies heavily on balanced offense and defense, and playing as and against her requires a special amount of finesse. Her Q, Wispblade, allows for prolonged duels that end unfavorably for players should they choose to engage in the 5 second window that they are marked. Her W, Riposte, has been spruced up in order to fare more favorably against bullies such as Ryze or Irelia and now can counter-attack. She can even, since she blocks projectiles, cancel Katarina's ult with her W. Her E, Quick Step, is a simple gap closer, but also a defensive mechanism that she can use in situations--i.e. against a Fizz ult or a Karthus ult. And, her ultimate, R, is dependent on whether she can avoid CC to output all of her damage.
