%Health Counters

This is an idea that has been on my mind for a while. With the influx of characters that do damage based on max health, current health, missing health, or whatever other health you can imagine, playing tanks has become far more frustrating. Now, my first thought was an item that simply reduces percent health damage, but I realized that would be op and invalidate every %health champion in the game. It took a lot of thinking, but I eventually came up with the idea of an item that reduces your effective health as it applies to ALL abilities and items. This means that you need more health for warmogs, your titanic hydra is doing less damage, your health scaling abilities aren't hitting as hard, but also that the enemy vayne isn't completely blowing you to smithereens. This is mostly just food for thought, something I've noticed every time I've played tanks since about kindred's release. What does everybody else think, is it about time to introduce an item to at least add some more counterplay to %health than "don't build health"?

So the item would take away health? That makes no sense, as that is a debuff and in essence equates to "not building health", making the items that increased your health a waste of 2 item slots, one for the health increasing item, one for the item that negated that other item. There is another counterplay to %health, and that is building AR/MR (depending on what the ability does). Not to mention that the %health damage was implemented so that tanks could not out sustain the squishy person and give them a chance of taking down the behemoth. The only %health damage that has no counterplay is Vayne's and that may change with Taric's rework(someone suggested that his passive change true damage to physical damage, and a Rioter liked that immensely.It would be a general counterplay to true damage, and it would keep the thing where true damage cannot be reduced, as it would be physical damage)
