It's Been 2 years and 11 months since the release of Last Swain skin.
and the fact that every champions that already have a tons of skins keep getting new skins .....
Is Riot just abandoning some champions in the game?

No. They aren't abandoning champions, you're just assuming the lack of a skin means they aren't liked. Swain isn't horribly under-rated, usually the longer a champion goes without a change proves they're in a good state. But, yes, he does a require a skin soon, preferably dragon master, and Rito usually finds a way to make us happy so...ACTIVATE WAITING GAME
How many years has it been since Riot said they would make Dragon Master Swain? I want to say about three, but don't hold me to it. Every time they deem the idea worthy of addressing, they say they haven't begun working on it.
Everytime I look at the upcoming skins I look for a new swain skin, and then I die a little inside when I dont see a new swain skin.
