Champion mastery and Borders

Are there any plans to make champion mastery and borders available to the enemy team? If I'm level 7 with a champ, I'm super proud of that achievement, and I want it to be visible without spamming the level 7 animation in-game. Is there a reason that loading screen decorations are only visible to your own team?

Its "intimidating" which is stupid considering we dont have an option in the settings to turn it on.
