Plague Doctor Skin

Has anyone else wondered why there are no Plague Doctor skins in the game? There are several champions who could pull one off, Singed, Swain, Azir, and Karthus are just a few. Hopefully Riot adds one some day, that would be a dream come true.

Wasn't there a concept floating around for a plague doctor Singed? I just feel the concept would be perfect for him.
