Alice's Adventures in Wonderland was released in the 1860's is in the public domain. Whilst Disney made the character popular it doesn't mean they are allowed to stop anyone to make money from it as long as they don't use any artwork or sound from the Disney movie version, which means everyone has the right to use contents and inspirations from the book. The only thing Disney owns there is art and sound from the movie version. But in Frozen Disney owns everything.

They could make something along the lines of it but not exactly due to copyright and it would have to be named differently, so just wouldn't really be the same. Plus the characters are vastly different so they don't really mesh well together.
