Champion Concept: "Graal The Yordle Snatcher"

Passive: Easy Escape When Graal is on the run he can't afford to be caught. Graal can disable traps (eg. Caitlyn e, Yorick graves, Moakia e), the traps restores a small amount of mana scaling with missing mana. Cooldown (seconds): 7.5 10% of Missing Mana from levels 1-10, 20% of Missing Mana from levels 11-18

Q: Jagged Edge Graal slashes at the enemy in a cone effect in front of him doing damage, giving the enemy grievous wounds and speeding Graal up. Damage scaling: 15 AD per level, 80% of AD Cooldown (seconds): 14/13.5/12/10/9 Mana Cost: 50/60/70/80/90

W: Shhhh! I'm Hiding Graal blends in with his surroundings and becomes invisible. When Graal exits invisibility he has an empowered auto scaling with how long he has been invisible. Time invisible: 10/12/14/16/18 Empowered auto attack: 2/3/4/5/8 bonus damage per second during invisibility Channel time: 4/3/2.5/1/0.5 Cooldown (seconds): 23/20/17/14/12 Cooldown is halved upon killing an enemy Mana Cost: 80/90/100/110/120

E: Greed for Gold Graal taunts the enemy champion with his gold sack Time taunted: 2/3/3.5/4.5/6 Cooldown (seconds): 8/9/10/11/12 Mana Cost: 80/90/100/120/130

R: Stab and Grab Graal becomes invulnerable dashes through the enemy and slashes at them. Each time he dashes through the enemy he does damage and robs them of a percentage of their gold Cooldown (seconds): 80/90/110 Times he dashes: 3/4/6 Percentage of gold: 5/10/20

This kit has... So many problems... Let's go through them from the top. The passive: This completely disables one ability of a small number of enemy champions. Not only does it make sure those champions are effectively down one ability when Graal is fighting them, but all other champions have nothing to worry about and Graal would be completely without a passive if no one on the enemy team is placing traps. Seriously needs a full rework, for in some game's it's literally useless, while in others it can basically disable a champion. The Q: Not much wrong, just no amount of MS stated. The W: 0.5 second channel for an invisibility is too low. You can literally use it inbetween auto-attacks. The E: Not only is the idea of all champions being intrigued with gold a little stupid from a purely thematic point of view, but the taunt is EXTREME. It's possible to run out into lane, taunt the enemy and then just run back to your own turret, dragging the enemy with you. Its duration also scales weirdly. Why is it only 0.5 extra seconds at skill level 3, but 1.5 seconds at level 5? Ontop of that, it has a cooldown that scales upwards? I understand that it's to make the duration shorter than the cooldown, but a spell shouldn't scale up with its cooldown. And the worst offender, The R: Once again, up-scaling cooldown. Then, ontop of that, this spell has 6 gap-closers, whereas no existing champion has more than 2. If the different dashes are to be distinguishable and you can chose who to dash to, the time it takes to use them all would be at least more than one second, meaning, according to how you've written it, the champion would be invulnerable for more than a second. And now, the biggest problem. He. Steals. Gold. No champion should be able to interact with an enemy champion's resources. So the enemy hasn't been back for a while or just killed the rest of your team solo. They've got 2000 gold. You dash to them 6 times, you've now gained around 1500 gold, while the enemy only has around 500 left. You've just gained gold off them playing well, while you've just pushed a button 6 times. Overall: Try to find the design philosophies that Riot are using in their champions and use them for your own. Riot wouldn't make CC that lasts 6 seconds, Riot doesn't scale up cooldowns, only down, Riot doesn't interact with champion resources and so on.

Going off what Ninja Baby said about the passive: I could see it possibly working as him instead being able to ignore one CC effect every (cooldown) seconds, which would then include the roots, stuns, and immobilizes provided by such traps anyway. The trick then would be balancing the rest of his kit around the notion of him being a slippery little SOB who's mechanically hard to lock down, as well as which disables he should be able to shrug off and which should either have full effect or just have reduced effect.

And yes, that ult is just fundamentally broken on so many levels.
