I just honestly love this whole game, and i had a few cool concepts for an ability or two that would be useful or just fun. im just wondering is their somewhere i can recommend those to the design team?

Well, getting them to Riot's design team is a very tall order, and if it were easy, there would be a million suggestions flowing in every day.
But it's great that you have new ideas. Just post under concepts and creations, and describe the ability in great detail.
Example:
Q: Rebounding Bolt
Cooldown 10/9/8/7/6 secs
Fires a missile of electricity in targeted direction, stopping and dealing 70/110/150/190/230 (+ 60% AP) damage to the first enemy champion struck. It rebounds off of terrain, and will fizzle if it reaches max range or rebounds more then 3 times.
Post them in Concepts and Creations, follow the "Guidline" that others use. Talk about lore, Abilites, Scalings, etc.
Post them in Concepts and Creations, don't put too much effort/pressure to numbers because numbers are always ever-evolving, meaning that they can be changed in playtests/patches, that's why I don't and would never put numbers on them. What I do, I just show the abilities, a small piece of lore, and some pros & cons and some general information, like subclass or main lane etc.
