Take aforementioned Neeko.
Her W looks like a better Wukong W.
Her E looks like a better Lux Q.
And her Ultimate looks like a better Nunu Ultimate.
A lot of her abilities are pretty similar to other abilities that've come before.
I can see where you are coming from, but using that mindset makes every single ability just another copy with a slight iteration. Camille's ult is just like Jarvan, but one is better for picks and one is better for groups. Sticking with Neeko, her W is a better Wukong W for short term deception, but long term Wukongs is better. He can trick you into thinking he is the clone and then clone the other direction just before you catch on. It also does damage. That makes it a longer duration of confusion.
Her Q is a better Luck Q for her kit, but Lux's Q is better in the sense that it applies a damage proc and can quickly set up her her entire long range combo, as well as apply an even snare duration to both targets. Neeko's only really heavily snares the furthest away AFTER passing through multiple targets. Her abilities also (seemingly, not sure yet) are shorter ranged and less forgiving. So it's better for sniping backline whereas Lux's is more of a disruption to the two people it hits.
It's all optimized around the entire kit and intended gamplay design, not just single abilities.
