Tsurienne is known as a Spirit of Judgement among the waters of Ionia. None know of the origin of this spirit. Some only see her as a simple tale told to children to teasingly frighten them into good behavior, while others dare not attempt to travel the seas she wanders upon. A guiding guardian to the innocent, she has been revered for coming to aid those in need as they are lost at sail whether it be leading them to safety or bringing her healing capabilities. To the guilty however she is a bleak light cast upon their inner darkness, luring them to the demise she sees fit. One thing is certain; if her lights' glow breaks through either the blackest night or the harshest fog to meet your sight, your judgement has come.

The idea behind the character is that she draws inspiration from a variety of things; specifically Feudal Era Fisherman, Ningyo, Lady Justice, and Lighthouses. For the longest time I wanted to do a Spirit Guide character that uses lanterns just in general and one night after League I was thinking in my head about the types of weapons champions have covered and what unconventional ideas might just be crazy enough to work. Then it hit me, a fishing rod! From there I pieced together an idea of a Spirit that walks on top of water with lanterns on the end of her fishing line to act as lures in order to act as an escort to the pure while those who have performed corrupt acts, especially in her waters, are faced with being lead to their deaths. She sees all souls as lights, good people having an untainted glow while the opposite are barely flickering through the darkness covering them. She sees those lights as lost and feels the need to preserve the good that's left in them by ending them now and giving what light has yet to be corrupted to the guiltless. She is not only a Judge but also takes it upon herself to act as a preserver, willing to perform any means to protect those who need her.

Gameplay wise I intended for her to be a Support but she could probably also be played as a Control Mage. What I hope would come across is the idea of a fisherman supporting their people; setting up enemies to be caught and with patience and proper execution your team is rewarded with the bounty of their kills. Along with that I wanted to make her feel like you are a Judge, not an executioner as you pick which enemy's time is up and act accordingly to lead them to your allies and face their judgement.

For her kit I've written out here what you would read in the tooltips either in game or somewhere on a Champion's Profile. I will also include little notes of mechanics. I have thought out things such as numbers and stats for the abilities that I can share later if asked!

Passive: Lingering Presence - Tsurienne uses her Lanterns' light to keep Lingering Vision of the battlefield. Enemies that are within her Sight Radius have extended vision on them if they leave sight in ways that aren't Invisibility or Camouflage. Her Lanterns' glow also Illuminates the area around her to allow vision within the Fog of War and lighting a path behind her as she travels to grant Lingering Vision in the area she passes. _- She gains Lingering Sight on enemies that are within her vision range. For a short duration anytime they perform an action in which they would normally leave vision she keeps vision on them for a short time longer.

  • Additionally within a radius around her she uses her lanterns to illuminate the area, granting sight into brush and over walls if she is close enough. She also illuminates anywhere she travels to leave Lingering Sight over that area for a few seconds.
  • Enemies will be given a red outline for the duration her Lingering Sight last on them and they can see where she has illuminated while travelling but not what is actually there (shown by a trail of her lantern's light).
  • The duration of time these effects last grow with her champion level._

**Q: Spirit Line - **Tsurienne selects a target area to cast out her red lantern to damage and connect to enemy champions by either hitting them directly or if they come within radius of it while it is on the ground. While connected the ability can be activated again to begin reeling in the target, the length increasing with how much damage the target has taken while on the line. Enemy champions can intercept their ally by stepping in front of them, tangling them together for an instance. _- Selects an area to cast her red lantern towards, either hooking directly on an enemy champion or landing and remaining in that area if none are hit. If it's sitting in an area it will latch onto an enemy champion that steps on it or can be reeled in to put the ability on cooldown.

  • If the lantern hooks onto an enemy champion they take damage and the ability can be reactivated to reel them in towards her, the distance of the reel starting out small but increasing based on the amount of damage the target takes while hooked.
  • Once the reel is activated the distance is set and once the length distance is met the line disconnects and the ability goes on cooldown. The length of the line also extends the longer it is connected to an enemy, allowing them to counter the reel by making the line longer.
  • She can still move while the line is connected and during reeling but is slowed while reeling.
  • Additionally since her auto's come from her whisking her light at the enemy, her auto's are instant (she is a ranged attacker) on the hooked target.
  • An enemy can interrupt the reeling process by being in front of their ally but both will become entangled together, snaring them momentarily._

W: Soul Skimmer - Passive: Tsurienne's basic attacks and damaging abilities tear away at the darkness covering the enemy champion's soul that leaves stacking** Marks** and reveal the light beneath.** Skimmer Mark** stacks begin to deplete after a duration of not taking damage from Tsurienne.

Active: Tsurienne illuminates the Marks to reinvigorate allies that deal any source of immediate damage to marked targets, healing for a percentage of damage dealt for each mark consumed. If an enemy has Marks remaining upon death the heal from the finishing blow is multiplied by the number of remaining stacks. _- Her auto attacks and abilities place mark on enemy champion (indicated by red markings from her red lantern) and can be applied to multiple champions at a time.

  • The amount of marks that can be placed on an individual champion is set to a cap depending on the ability level. (3,4,5,6,7). When activated the marks are procced by any form of non damage-over-time to heal for a percentage of the damage dealt from that source, the percentage is also based on ability (3%,6%,9%,12%,15% and the healing is represented as the consumed mark turning yellow and depleting on hit).
  • If an enemy is killed while active marks are still on them the finishing blow will heal based on the percentage of damage done from the final hit multiplied by the number of remaining marks.
  • Each mark decays with time after not recieving damage from Tsurienne, meaning the more marks the longer it takes for all of them to go away. The passive marks decay faster than the active marks.
  • Passive marks instantly fall off if she dies before activating them while active marks linger on for their normal duration.
  • The spell goes on cooldown once the active is casted and passive marks cannot be applied while the ability is activate or on cooldown. _ E: Astral Cast - Tsurienne projects her spirit net in a skillshot to untangle upon reactivating to damage and snare all enemies caught in the cone. The width of the cone increases the longer the net is allowed to travel before unravelling. _- Throws a net in a skillshot that opens up into a cone upon reactivating that snares and damages enemies that it lands on, the cone growing wider the distance travelled.
  • If the initial throw isn't reactivated the net will automatically open at the end of it's range.
  • If the net is opened before reaching the end of it's range after it opens it will travel until the first enemy champion is hit or until the end of its cast range._

**R/Ultimate: Tempting Glow - **Tsurienne selects a target area to throw out her Lanterns and becomes Stationary for 3 seconds. Upon landing the Yellow Lantern releases a brilliant light that charms all enemy champions that are caught within the glow towards it while the Red Lantern's light begins rotating the area. The duration of the Charm increases they closer they are to the epicenter when the ability lands. Each rotation takes 1 second and enemies touched by its light take damage and receive Skimmer Marks, more marks the closer they are to the center. If an enemy reaches the center they are connected to her Spirit Line. _- Selects an area to cast out her yellow lantern while becoming stationary. When it lands it emits an alluring and intense light that charms enemies hit. Those hit by the Red Lantern light take damage and receive the marks from her W.

  • The duration of the charm and amount of W marks increases the closer the enemy is to the center of the AOE affect. (Charm = .5 seconds min and 1.75 seconds max level 1, .75 min and 2 seconds max level 2, and 1 second min and 2.25 seconds max at level 3) (Min amount of Marks based on W ability level at furthest point and Max amount of marks based on W ability level at center).
  • Her W can be activated while she is stationary and she can leave this state at any moment by reactivating the ability or moving out of it. Being hit by hard crowd control or killing her will knock her out of her stationary state as well._

I wanted to keep her core idea/theme of being a beacon and temptation with her skins. The Elderwood being based on the Yuki-Onna and Winter, being a flame that would either warm you or leave you to freeze while Oasiskeeper would have her be a physical incarnation of an oasis that would supply you life giving water or a taunting mirage.

One of the most well thought concepts i have ever seen, If it hadn't have said (fan champion concept) i would have propably thought u are a riot employee and this would be the new champ. Only thing is i think she might have a bit too much cc in her kit (reel/hook on q, snare on e, and charm on r) especially for a ranged champion other than that i really like this concept and would definetly buy her the moment she would come out

So for her W do allies consume a mark on each attack? Or do the extra marks amplify Healing? Make sure to clarify.

Awesome concept! Her abilities work and mesh well together and create a unified champion. Kudos.
