My opinion/thoughts how voicechat could work

My idea of how voicechat could work in league of legends would be probably something like this, more or less.

In the lobby before you queue u can bock in or unbock a square to show wether you would like to play the game with a voicechat or no, to bock this square you would have to agree with terms of some kind to accept the fact that if you would flame your teammates you would instantly be suspended/some other kind of punisment, like for example not being able to play ranked games with voicechat for X amount of ranked games played without voicechat while still not flaming there (i will get into how the ranked queue could work with both voicechat or no voicechat at the same time later in this post). For example, riot could include this in their matchmaking by giving each team 3 players with voicechat and 2 without and the other way around with 2 players with voicechat and 3 without in both teams. Whilst duo queuers may count as 3 by themselves because they probably have a better synergy than someone you've recently met or never played with, and also a better knowledge about the one you are playing withs playstyle (this is just a thought and i can see this being changed if anyone strongly disagrees with 2 people having voicechat while the other team has 3, but also they could matchmake to have a duo queue in the other team could make this more appropriate). And to not slow down the queue timers that are already long enough as it is for the higher elos you could create a % counter as there is with support for example, where it says that your queue will approximately take 50% shorter than the other roles and the same with mid when it sometimes says that the queue will take 25% longer and so on for the "square" u can bock in if it is faster or slower unbocked or bocked depending on how many players whom can access the requirements for voicechat such as a working microphone and so on. Although there will be longer queue timers for the people who cannot adapt with voice nor voice. And to get down in even more depth with this voicechat concept which i will talk about now (i do not say this is a good or bad idea but it might be just a little too much in depth than this needs). My idea is to add another place where you can select a language that you talk fluently and match you with people that also has this toggled in, although this means your queue timer can be slower in most case scenarios but also faster in some cases where there is a large amount of players with that language playing at the time. Aswell with this add the % counter i talked about before to show if you would have o wait for 30 minutes to know if it is worth it or not. This would make it possible for pretty much everyone to use voicechat at the cost of queue timers if you would really want to chat with the people you are playing with to get even greater teamworks and not these invades for example when everyone isn't aware what the plan is and so on to not make a big mistake because someone got it wrong or similar scenarios. Aswell as being able to speak your primary language may create some comfort in it and not be afraid that you would get bullied or picked on if you have a foreign accent or something in that direction. Me however, think this would be a great addition to the game that would make it so much easier to cooperate with your team and make awesome highlight plays and stuff. Although, i do not think this is a great thing to implement if there is no well functioning report/banning system that neglegates bad behavior in the voicechat. Even though you could be able to mute the person the other team would have a small advantage over you team if there is no toxicity in their voicechat when they would have 3 people or any other number that would be the case to your team that would have 1 less person talking and cooperating. I haven't figured out or thought of any ways to create or any points on how to make such a system works, i'm sure the riot dev team would come up with a great idea or a way to make this happen if this concept would be implemented or overseen by the riot employees.
