Making all champions and/or skins available for free in custom games

I'd love if all the champions and possibly all skins be available for free in custom games. This will be great as you can test champions to see if you'd like to buy them witch is a problem I always face as I constantly regret purchasing champs that I don't enjoy. With skins it could make things more interesting and exiting, also to see what the skins look in game to assist in the right purchase for you. This may also encourage people to play more custom games, witch is good as I constantly play with people who haven't yet practiced with there champs and cause a large disadvantage within the game. I can understand why people would want this, but now with the invention of hextech crafting you can test a skin for a period of time, and with the free champion rotation you can always test certain champions out if you want to. If there's a certain champion you'd like to try out, earning the ip for it won't hurt much either honestly.
