He's an uninteresting and dare I say bland character. Average "he was unstoppable, but was stopped, but came back and now he's bigger and badder than ever". Dark knights are cool, yeah, but let me just tell you that we've all seen enough of them that they're nothing special anymore(some would even argue that we already have "dark knight" type champs 
)
His lore is actually kinda outdated as the League Of Legends(in lore) is no longer existent, and has a lot of holes in it. How does he know Zilean? How does he know Malzahar? Who summoned him to the void? There's only so much you can leave out before a story becomes uninteresting. I suppose this is forgivable seeing as it's a concept from 2011. Maybe the creator could spice up the story a bit if he still cares. Heck, you could probably do it yourself.
And finally, Riot doesn't accept fan-made champion concepts. They'll draw inspiration from your ideas or claim they thought of it first in the event something similar appears in game, but won't outright add your champion to avoid legal bs.
Not very interesting. He's an odd champion too, due to his scalings and buffs. His passive is boring and probably is OP or UP but not in between.
What makes this guy special?
Cause an ult like that = trolling.
The same reason why concepts on this board aren't made.
