PROJECT:DISRUPTION

So i heard a rumor that the 3 new PROJECT Skins would be released The week of July 24th, 2016 and the Skins have been released as of today July 28th, 2016. But the skins say Unavailable for all of them and the new PROJECT Hextech Crafting is also not available right now. So does anybody know when the new PROJECT Skins/ Hextech Crafting will be officially released? Obviously during 6.15 for the skins but does anyone know an exact day?
