Downvoteing Riot staff

I've been looking at the boards just browsing for a month or 2 now and I've noticed a lot of people have been down voting the replies that the riot staff give in certain discussions. Is this because the people down voting disagree with what they are saying or is it ignorance to the fact that the rioter did not reply with what the player wanted to hear. I'm not accusing anyone on anything just looking for feedback as to why it happens. From my point of view it seems unfair to the rioter who is just trying to do their job and reply to the best of their knowledge. however I may be wrong in this so if someone could tell me why it happens it would be great thanks.

most of the time its when the logic is bollocks like the reason to nerf eve or making morde into the master of death because "metal" does not fit with his theme.

course the community can also needlessly attack them with downvotes on occasion when they are trying to be helpful as well.

An example of this is when the decided to remove Graves's cigar. RiotSilver stated that there was a high risk of censorship problems, so the cigar had to be removed. However, other things like all of the killing and guns in the game are just fine to them. There is even a champion based entirely off of alcohol. So why remove his cigar if other things in the game are even worse? Some things that they do or say just doesn't make sense sometimes, and that's why the rioters often get downvoted.
