No. Unless it's a RITO made topic where they are literally checking the audience trends. For example, during the whole dynamic q nonsense Lyte specifically quoted one of the forum posts as well as promised true soloq (which was fairly wanted by forumites).
Nope. Made a post about smurfs intentionally throwing games in order to keep their mmr low and it was swiftly removed. I think I hit a nerve at how atrocious the player feedback system is.

No, Boards is all about people blindly complaining, they more realistically listen to reddit about issues like bugs and balance because its not all about complaining about the newest OP.
Not for major balance changes no. I've never heard of a major balance change that was inspired from either the boards, old forums, or reddit.
No. I've posted numerous times with inquiries about game issues, client issues, glitches, balance issues, ranked system, etc and I have never received any feedback from ANYONE whatsoever. So just realize now that it's 99.99% pointless to post anything in these boards anymore if you're looking for a response.
Nope. If that were the case they wouldn't be touching Vel'Koz because almost all of his fans are asking them not to touch him. They would prefer to see someone else get small reworks than him. They don't listen to anything.
They used to. Now I doubt they care anymore, but can you really blame them?
I think they would like to but can't for fairly obvious reasons.
