@Riot More Obvious Notice for PBE Forum

I've noticed that, quite frequently, people post PBE issues in the Community Beta. I'm sure it's just a simple misunderstanding as this forum may appear to be the place for PBE updates to those who've never been to the actual forum for it, and the forums are almost exactly identical in appearance for those who have.

There is a notice with a link to the PBE forums, but it ONLY appears in the New Community Feedback sub-section, more specifically off to the right AFTER someone scrolls down a bit. In other words, it's not in a very noticeable space.

I would recommend moving it to the main page towards the top by either:

1. Placing it in those guidelines as well, bolded, and possibly switching the guidelines with the sub-communities sections or simply making a new box above both.

2. Making a pinned post and use that as a notice.

There may, of course, be another method that I haven't thought of, but I think this would really help.
