Riot please increase the CD on thread creation

Pretty tired of regularly seeing the troll of the day come to the boards just to create a ton of spam threads in quick succession. Yeah we can and should report them for spam, but that's not a preventative measure. 20 minutes. That's my suggestion. Make people wait at least 20 minutes before being able to create a new thread.
