I have another account I'm trying to make and it's level 12 in the game right now but when I try to post on the boards it says I'm not level 6 and that I need it to start posting stuff, and when I try to post of the forums[or whatever the patch notes comments etc] are called it says "So sad... you are not authorized" is there a reason why this happens and is there anything I can do so I can start posting?

When an account logs in, it can take a bit for the Boards to update. With so many accounts, and not all using the Boards, it'd be a waste of resources to have it always going through every account and updating. Your other account will likely be updated soon since it had attempted activity.

Use different browsers, for example, chrome for your main,and IE/Edge for your smurf. Useful trick from fooling around with avatars in forums.
