Actually, it is about 1) Skins and 2) Champion Concepts. Here's an excerpt from the Guidelines for that board:
This is a great place to give feedback about existing or upcoming skins, or show off your favorite GIFs of your battle-tested skins-of-choice, or anything related to skins in League of Legends.
This isn't to say I agree with both of these things being on the same board (which I don't), but for the current purpose the name is indeed correct.

As Daen pointed out, the name is that way precisely because of the way the guidelines are written.
It actually used to be what you suggested (but the guidelines were the same as they are today), and they changed it to the way it is now because people didn't know where to post about existing skins.
