Well, they mostly gear towards the high tier players in my opinion. So unless they see a huge fluctuation, kind of like Rek'sai's fucking 57% winrate or something similar, they aren't going to try and change it unless there's mass complaining. But the thing is, when there's an OP champion, it's only the people playing against it that complain, because the people playing believe it to be "skill" or something of the sort, well, mostly Zed in that light, cause it takes a lot of skill to hit a 5 second skillshot that chunks 1/5 of your health at level 4.
Anyway, you'll never find a lot of people complaining about the broken stuff because they're taking advantage of it.
