What Are Riot's Goals this Year?

Recently I've been a bit frustrated with League, and maybe a bad perception that things are not being worked on. I get that Riot doesn't like to talk about things anymore, because they don't want to not deliver / disappoint people. My problem is it seems like slower production , less features, alongside less talking. There were fewer Champions last year, but I don't think 2013 quality of Champions was any better than the faster production 2012 crop. Even including Reworks there was just more content in 2012 then 2013. If that's because of behind the curtain stuff being worked on... great, but I can't see or hear about any of it. So lets say I'm a normal person playing on iffy servers recently (which I understand is outside of Riots control). What would make me feel better is tangible evidence that Riot is working on things. Champion released being 3 months apart at this point (Jinx Sep, Yasuo Dec, Vel'Koz Feb) , infrequent patches , it all just feels really slow.

Given we know Riot has been on a hiring spree.... what exactly is being worked on. You have more people, but less content, or at least less Content we can see. Again I don't agree that 2013 was any better than 2012, when i think at 3/8 2013 Champions were a mistake / badly designed (Aatrox, Zac, Quinn. 2 With unbalancable kits and 1 that is a kit that doesn't fit her role). Riot keeps talking about improving communication.... but I don't see that either. Every time I see Riot talking about stuff it's "we need to do that better", but I don't see many results. I agree people at Riot are hard working people, and passionate about their work.... I just want to be assured they are also competent, because more people + less content (of equal or less quality) does not make me feel they are. Less Content + Less communication has turned the time in between Champion Releases (which is a long time now) into these droughts where I just go play other games . If I keeps happening I'll just stay gone.
