"New player" forum sub-section
I noticed that you have to be level 20 to access boards but there are issues with being a new player as well an I think they should have a seperate section to post in whenever they reach lvl 3.

This has been brought up a few times, but unfortunately the general Riot consensus seems to be that the Tips & Tricks board fulfills this purpose.

To my knowledge, this is only the case in General Discussion. The other boards seem to require level 6-7 in order to post.
