Riot should create a different boards only allowed for certain divisions like plat+. That way we'd have more discussions that actually makes sense. Also it would help people who really wants to get real competitive in the game. And we could also discuss new metas and stuff.
In the distant future, when they roll out user-created boards, this might be something you'll be able to do (create your own board, that has a rank restriction to post there).
I see very few scenarios where rank-specific boards would be a benefit. Just because someone is Bronze or even Gold doesn't mean they don't understand gameplay mechanics, and restricting them from conversations really doesn't change anything about how much sense a discussion makes.
