@Riot, Mods and GD - The underlying flaw between the mods and General Discussion - MIGRATED

For starters - A little under a month ago; I made a post on General Discussion about my analysis on the current situation between the mods and General Discussion. It looks like Riot itself is attempting to make changes to the forums using this community system at the time.
While I am heading off to college in a few hours, and thus do not have the time for a full analysis of the new system; I thought it would be a good idea to, at the very least, bring my old analysis into the new threads, so that Riot may have more information to use in terms of reorganizing the forums, although it is quite different from the proposed solution in the post.
Without further ago, I bring to you the post.
For a start, I'll bring the point to light.
The state of GD has evolved past what it's description permits.
The community is following the evolved rules; while the mods are attempting to enforce rules long outgrown by GD itself. It's similar to giving a 30-year old man a time out for eating one too many cookies.
The community has, understandably - reacted negatively to this - as they are following a rule set vastly different from the moderators, and thus feels they are being unjustly punished.
In essence, this is where the flaw lies.
Moderator rulebook: General Discussion is for League topics only. Anything otherwise will be moved to another forum, or given an outright ban on multiple offenses.
General Discussion Community Rulebook: General Discussion is a community - a place for all to speak their thoughts and not be opposed. It is a place for our fellow League peers; brought together by a common interest, with those such as Iaw and CaptainMarvelous bringing a freedom into our dull lives. Off-topic, and most other forums, are considered a graveyard - as their placement at the bottom of the page leaves them in absolute desolation.
I believe this is the root of the issue.
-General Discussion is a community brought together by a common interest, namely League. As their wish is to speak with those of a similar interest, not necessarily about that interest, they come to GD - a 'one size fits all' for the people to communicate, not limited by the more defined boundaries of the other forums.
True, some of these would fit into Off-Topic - However; it's placement on the page is an issue - resulting in it turning into a desolate graveyard where absolutely nobody is there, resulting in a loss of the community people come to GD for.
The moderators, and by extension Riot in general, does not seem to have noticed the cause of all this, and appears to be enforcing rules that are broad and undefined - 'General Discussion' is a name that evokes a 'Most Anything' forum, however Riot appears to have not realized this, and moves non-League topics to Off-topic - which, as I have stated before, is a graveyard. As the majority of GDers come to GD for the General Discussion Community, moving threads to off-topic, and even posting them there in the first place, results in a feedback in the result of General Discussion discomfort. This discomfort breeds fear, and rage, and this fear and rage results in an uprising, an asking of the mods as to why all these threads were moved.
Eventually, people were banned as a result of this miscommunication - Iaw being the most prominent, being banned for "Consistently posting off-topic threads in GD" When General Discussion itself has evolved beyond these poorly-defined rules.
Disclaimer: I know there may be a lot of Iaw haters reading this, but the content of his posts are not the point of this thread.
This, leads to revolt - spam, NSFW threads, etc - people doing things that are blatantly against the rules; as they have felt exhausted of options because this miscommunication has not been perceived yet.
Fortunately, I have come up with a solution.
