riot pls return patch forcasts

I personally enjoyed reading the patch forecasts. It was nice to know what Riot's goals were for each patch and seeing how they played out, plus i think this would help a lot of the community members who are angry about "riot silence" on problem champions in a way that lets riot set the grounds for any conversation. Please bring back Patch forecasts!
