Require email confirmation for creating accounts

I've now had 2 different people create accounts with my other email address... it's a giant pain in the ass because as the owner of the email address, I have the ability to change their password, but need to email support to get my email address taken off.

Why doesn't riot require clicking a link before activating an account?
