Being unable to bring up champion, item, and summoner spell icons and I dunno about others but I get some slow loading times on mobile and pretty quick on PC where it's supported. ( muh wifi is fine but you dont have to see it as a valid point.) Using google chrome on samsung galaxy s4.

DrCyanide1 votesThey have, before we had only the desktop site. The mobile site is a fairly recent change.
That said, if you need to add an icon, click on the "hamburger" menu button at the top of the page and select "Switch to Full Site" and add it (it doesn't reload the page, so you can do it mid reply). To go back you'll see a "Switch to Mobile Site" on the left side of the page.

I'm curious about the decision to go with a separate mobile site rather than responsive design. Was it just to get the site out the door faster? If so, do you plan on ever implementing responsive design?

Mb, I was being a tired silly when I wrote that. My brain somehow made the jump that a site is responsive IFF it changes dynamically based on screen size rather than switching between two designs based on user input. -1 self in shame :S
That being said I still do like dynamic switching better, but that's an entirely different thing than the site not being responsive.

They do! Click the 3 bar menu in the upper right, then at the bottom there's an option to switch to the desktop site.
