It has absolutely been considered. We carefully watch our mobile traffic patterns and have different ideas on ways to approach it. We have a couple other items on our list that take priority over mobile at the moment, however.

Also, an official app for information would be nice. (Champions, Items, Runes, Masteries, Item Build Simulator, Free Champions, things like that)
