Why is moderation/RIot baiting players to name and shame?

This is how you know your universal rule thread is shit, because naming and shaming is occurring far too frequently. Whoever designed boards should've been given a Rubix Cube in order to test their common sense beforehand since all the current set up is doing is making wannabe mods feel good about themselves once a thread/post they reported for name and shame is deleted.
