Is there even a penalty for unsportsman like conduct?
Just wondering what happens when you have to report someone for being unsportsman like.

Yeah there is. It can lead up to a 10 game chat restriction at minimum if its chat based and its their first punishment. Though if its something like trolling it can lead to a 14 day ban. Though for the latter it needs to be validated that they are truly trolling and have done it consistently.

Saying '?' in chat and flashing your emote after an ass whooping is acceptable. No you can't report that.
I believe it falls under the four tier chat restriction/suspension system.
