my account was banned incorrectly because my IP address changed. What should I do?

My account was banned unexpectedly，but riot support can't do anything to recover my account.

here is the situation. I am a college student studying in Beijing.China, and my hometown is Shenyang.China. And in 02-08-17, I registered this account and start play in NA server in my home till 2-16. and 2-19 was the day my university started term, so I went to Beijing in 2-17 and played for a while. and the next day my account was banned forever. I sent a ticket to recover my account and the support replied my that I use bots. at first I thought maybe it is the proxy server's problem and I explained that proxy server can only limit ping. but I got reply that this decision was final and this issue closed. Then I send the second ticket. I was told that I used bots to lv30. but I was lv22 when my account was banned and I played a lot of blind pick. I relied that if he thought I was a cheater, he can check my match history. but he replied that he couldn't do anything and suggested me to send another ticket. However, at the third to the eleventh ticket, I got the same reply "your issue has been mentioned in the first ticket". which made me very unsatisfied. And in 3-18, I finally realized that they banned my account just the next day I went to Beijing, they must thought I sold my account because I changed my IP address(there are a lot of people was banned because of IP change, I just knew that recently). Then I sent the twelfth ticket explained that I changed my IP address because I was a student and my home isn't in the same city as my college, so I changed my IP address because my college start term and I went to Beijing. But I still got the reply "your issue has been mentioned in the first ticket". I don't know what to say. They let me guess why I was banned, and misled to another direction about what program I used, and then ignore my explanation. I'm sure I didn't use bots. and it's clearly they banned me just because my IP address changed. I want to recover my account. But it looks like they don't wanna talk to me. they wont ban you from ip change. my IP changes every time i restart my router and in doznes of IP changes i have never been banned.

If I had a skin for every time Riot support ended up being bad, I'd have to have Rusty Blitzcrank because they would run out of skins to give me.

Just keep going at it, try to contact Rioters outside of their poor support and hope you can get it resolved. Was there anything else that could affect your game/cause a ban, such as the Tencent gaming platform you mentioned?

According to your original post, your account was suspended not because of suspicious activity with changing IP addresses, but rather as a result of account powerleveling/botting. This issue is mentioned in the ticket in the response:

Thank you for your patience. I went ahead and double-checked your account, and it looks like a program was used to level to 30. This is a gross violation of our Terms of Use, so the account will have to remain suspended indefinitely.

Based on my understanding of manual audits and my discussions with Player Support, most of these reviews are indicative of actual fraud that is taking place. Now that the actual issue is to the forefront, we can work on discussing what may have happened and clear up any questions, issues, or even potential mistakes that may have occurred.

To start, have you ever downloaded any application that may interact with League of Legends, or have you used a shared computer that had League of Legends pre-installed, such as in a PC bang/cafe?

Keep filing appeals, ask for someone higher up tell them you did not use bots.

All you really can do is hope that a 3rd/4th/n-th check proves your side of the story. Perhaps being noticed on the boards will get some attention from a Riot'er that has the power to comb through it to see if there was a mistake.
