So I just got out of a quality solo q game, and unfortunately, we lost it. However, the loss was made far worse by this toxic jungler who insisted that they were not to blame for the loss. Since he wanted to act all high and mighty I added him post game for a 1v1, and he replied like this. "off urself do not talk to me like we are equals don't ever think of talking to me again ur nothing and always will be thank you." And throughout the game, he spam pinged and was just a complete asshole. The funny thing is i'm pretty sure he blocked me, but not before talking shit lol. Like how much of a coward do you have to be? Anyways, I reported him in the post game screen, but I'm pretty sure it will be ignored. How in the hell are people like this allowed to play the game unpunished?

Adding him post game to 1v1 is like tapping some guy on the shoulder and punching him in the face, and then getting mad at him for reacting. What you should have done is just reported him after the game and left it at that. Following a bully around doesn't make Riot sympathize with you.
