Leaver Buster Warning?

I just got a leaver buster warning because my internet went out during champion select.... Never got into the game, My internet went out before the game even started because its storming super bad here. How or why is this even a thing.... The game wasnt even started yet... but it threw me in the game anyways when i got disconnected during champ select? lol...
