So we should all be having the same problems that you are right? Guess what? We aren't. Stop blaming RIOT.
You don't get penalties for just one disconnect. You get them for consistent disconnects over time.
You are expected to ensure you have a good connection before you play. The fact that you have been penalized indicates that, for whatever reason, you do not have a stable connection or are otherwise unable to run the game in a stable manner.
Talk to support and try to find the actual source of the problem, then fix it before you try to play again.
They don't have to do anything. Keep whining.
