Can we have an "Intoxicated" ban option?

For me personally, I am always uneasy whenever I get a teammate who's first words in the game is:

"Dude, I'm so high right now. Sorry if I feed." or "I'm drunk as f**k".

While I am aware that some people play better while intoxicated, that is no reason to blurt it out in chat and make people feel uneasy. It becomes even more annoying when an intoxicated person does feed, making me think to myself, "Why the heck are you even playing?"

I would really like some form of penalty for those who feel like they should warn everybody (AFTER the game starts) that they are playing while under the influence of drugs/alcohol.
