Honor 0 = forever?????

If you're at level 0, it's too late in the season to even worry about it. Instead I would focus on how you're going to avoid getting punished next season so you don't have this problem again.

In addition to what others have said, if you are being validly reported in games, but at a level not frequent enough to merit a punishment itself, you will not progress in honor very much, if at all.

If you're honor 0 a couple months after it unlocking, your behavior is probably still not up to League standards.
