Seriously I think it should be report-able because I know some people get salty in game and dedicate themselves to dragging the game out for their teammates who want to move on.
Getting clobbered is never fun especially how league is now.
And yet due to people not surrendering, there are "lost games" being won.
How would you like it if i suggested that trying to surrender should be reportable because you queued up for a game.... no matter how long it may take.... and you are now refusing to play it? Trying to ruin my time of playing the game just because you are not doing so well?
Ive had a game where i swear i was in game with a 4 person queue. This was a while ago.... but i solo quadrakilled an enemy team and the team surrendered at 20 minutes when we did not even have 2 turrets lost in any lane.
You talk about being held hostage? If you did not plan on playing the game then why did you queue up in the first place?

If said player openly admits that he just does it to tilt you, then it already is reportable, since he admits to be grieving.
If he doesn't, then there is no practical way for Riot to decide if that guy does it to tilt his team, or if he seriously thinks that this game is still winnable. Nothing they can do here. You have to sit it out.
