my power went out like 5 mins into a game today and i got hit with 20 min lower priority queue. i scrolled back through my games as far as they would go (over 1 month) and couldnt find another game i had left.
seems a bit harsh

It usually punishes people who consistently leave. 1 offs like this don't get you a low priority queue. You must be remembering wrong.
20 minutes LPQ is the highest level of punishment LB can dish out. You HAD TO go through several levels of warning and 5 minutes LPQ, so don't try to pull one on us saying you haven't been afk and dodging games recently.
Also, if you afk for 5+ minutes in-game, it will not show as Leaver in your match history. The only time it will shows (I believe) leaver in your match history is when you afk when the game ended.
Admittedly I've, unfortunately, afk'd a few times for 5-15 minutes not of my own will and none of them show up as leaver in my match history because I came back before the match ended. I've always get a warning, never so much as a 5 minutes LPQ because the number of games I do not dodge or afk far outweigh the number of games I do afk'd in.
