Intentional Feeders In Ranked Games, Making the Game Not Winnable

My friend recently played a ranked game, which he was going for his Gold III promos. 79 Lp going strong, all he needed was one more game to win, and he would have a free win in his promos. He gets into the champ select everyone picks their roll, this person last picks and says he is the best NA. This person was que'd for the support role. After he picks it, he says I am going to Ivern jungle cause I am the best. So from that point on, during the game there was no support. The adc gets camped, Ivern blames everyone for feeding, then after that he afks for about 10 min. Then comes back and makes up some sad excuse for not playing the game for those 10 mins.

-I really want to know why players do this. I honestly can't comprehend how this person hasn't been ban yet for inting. We checked his match history and he actually feeds every single game. Riot if you see this post, I am not aiming this directly at you but we as a community need to take action for these types of things and get rid of these types of players. They are making the games very unplayable. This is like the 10th or 11th troll that my friend has experienced in his elo, and that just shouldn't happen.
