adding the option to hide your chat post from others would reduce toxicity

they could post has many inflammatory chat as they want but since no one could see it, nobody will be affected, it would help with Toxic players self control and reduce bans

You may be interested in the "muted chat" function.

Type out your chat, as normal, but instead of pressing "enter" press "esc" instead.

No one sees the muted chat, and best of all, there is no punishment for anything sent by muted chat.

The thing is, the majority of the people that a self-mute feature would potentially help wouldn't actually use it. A self-mute feature hinges its effectiveness on a player's ability to be conscious of their own toxicity. And most toxic players feel like their toxicity is justified, so, why should they need to self mute when they also "need" to tell their teammates to uninstall?

Beyond that, a self-mute feature isn't necessary. It doesn't take a lot of willpower to just not use the chat. Why should Riot coddle the players who can't exercise the most basic levels of self-restraint?

The self mute feature has already been implemented, we call it self control.

If a person is actually adamant about self-muting the software is out there a google search away.

Why should players feel the need to flame in the first place?
