I have been on https://watch.na.lolesports.com/en_US/world-rebroadcast/en for HOURS and im still not getting the quest

It's not working for me too. Seen a similar thread EUW and EAMBO (an NOC technician (idk what that is but he's a red)) said there's delays on it...this was 3 days ago so it might be a while before this even gets fixed.

It would appear you have to watch the game live and for a certain amount of time. I would suggest just watching the entire match.
