The thing is Riot is not saying this offense is permanent ban worthy (unless u have never been chat restricted before). What riot is saying is it is chat restriction worthy. The catch is that Riot says that if you keep repeating this behavior that chat restrictions will escalate to more severe punishments and being a repeat offender is what earned you the permanent ban. Until recently players would just accumulate chat restrictions and the # of games players would have to play to get it lifted quickly rose over the expected # of lifetime games an account would have. This combined with a flood of players complaining and quitting the game due to it being more about abusing your allies than defeating your enemy forced them to change how they handled the punishment system as a whole. They then implemented a 4 tier system and only the most extreme cases would skip tiers but any offense would bump you up one tier to the 4th tier which unfortunately is good bye.
If you decide to make another account remember that if your allies are (insert undesirable trait) they likely do not care or want to hear about it, and if other good players are on your team they likely made the same observation as you. No one benefits from you identifying it while the game is in progress. You however do lose out on time in game you spend typing and you risk losing access to your account if you retaliate in game. You are in luck because riot has provided a way to fight back but its not through insults or lecturing those who don't care or understand its though the end of game report feature and your able to provide as much details and specific as you can remember, furthermore you can submit screen shots or recordings of games through player support on the website.
Your disappointment with your team is most likely justified but your way of handling the situation is not. Let riot support staff send them the same message you got (it tends to speak a lot louder than any comment another user makes) and focus on the game in progress until it ends. There is no amount of arguing with a troll in game that will help you and you risk everything to do it.
