People in the blacklist will only be matched against other blacklisted players.
Also people who are on the blacklist can still play ranked, except it doesn't actually effect that players elo.
Come on who wouldn't love to see a game full of cheaters?
Riot has already said numerous times that they don't want to create a "Prisoner's Island".
