Why Does Riot Punish Queue Dodging so Much?

Riot really needs to tone back queue dodging penalties. The game has not even started yet, so why are players being punished so heavily? Most of the time, players dodge for legitimate reasons like trolls, people being toxic already, etc. I understand that choosing an off meta champ or role is not necessarily trolling, but sometimes people are obviously trolling. I had one game where a Lucian entered champ select and immediately started flaming in chat telling us not to flame him in chat if he is doing well. He was ranting about his teammates last game and treating us like we did something wrong to him. Then, he intentionally stole Lucian from our ADC, because he wanted him instead. I wanted to dodge, but I was in promos and didn't want a loss despite knowing that this would be a terrible game. Sure enough, he spends the whole game being toxic and feeding, and we lose; he naturally blamed the team. Another instance, my connection took a dump and for some reason I couldn't lock in my champ, so it said I dodged. In the same day, I accidentally locked in a champ that I don't play often. I didn't want everyone to take a loss because I might not perform well, so I dodged. Ended up losing 10 LP and having to wait 30 mins for the next queue. Why should players be punished so hard for leaving when the game has not even started yet and they know it will be a bad game? AFK'ing in an actual game is much punished much worse (understandably), so nobody wants to do that. That means if you get in a really shitty game you are forced to play for a minimum of 15 mins having zero fun and getting dumpster ed by the enemy team. Champ select should be the time when you are allowed to peace out to avoid being forced to suffer through a bad game. I want to clarify that I understand if there was no pentalty players could do it all they want, and you could have to sit through multiple before you can even get in a game. However, there should be some way to not get punished so heavily or avoid sitting through 20-30 mins of hell.

Because people would like to actually get into a game eventually.

Everyone already knows that there are people who dodge due to reasons under the current system, nobody is contesting that. The issue is that is not the factor that is the problem in this topic. The thing that you are overlooking is that the less consequences there are for an action, the more likely people are to do it. The more it will occur. You get that people can perform actions in game that will ruin it, such as AFKing, and prevent you from getting the game of League you wanted for a frustrating 20-30 minutes, but you are not putting it together that with that change, people could also make for a frustrating time preventing you from getting n a game for 20-30 minutes or even hours depending on your League. The easier it is, the more you get.

Like I said, I do understand that it could make it really hard to be able to even get into a game. But maybe they could do some kind of system where you can all agree to opt out, so you can start a new queue. Like, I guarantee my team would have wanted to quit after seeing Lucian flame before the game even started. I feel like something like this could work, because people could not blindly leave without consequence, but they can if everyone finds it in the best interest of their time.
