does Riot not have any care about third party program usage in Twisted Treeline???

Pretty much every game of TT ive played in the past year and a half has had at least 2 and most of the time 5 players who are not actual humans playing but a program controlling the champion i.e. bot programs. This is not lie or exaggeration. I can send you a replay of my last game or you cant just look at it from my username and you will see everyone on the enemy team and the 2 others on my team were not human players. This is every TT game I play. I am lucky if i get another human on either team in 1 out of 10 games. I realize TT is not as popular but this is no reason to straight up ignore my after game reporting and board posts about this issue.
