I'm the one that is forced to dodge this game and suffer my poor poor 3 lp loss. But in all seriousness, this shit is annoying.

Nobody forced you to dodge. You CHOSE to dodge. You need to learn that your CHOICES in life have consequences, and that you do not get to force your ideas and/or opinions onto others.
Banning takes priority over desired pick. If that person did not want to play with a Sett, they have the right to ban Sett.
Not losing LP means there's no disincentive to dodging under any circumstances, so that's not going to happen. However, that being said, players should be able to report for chat in the lobby even if the game doesn't launch due to a dodge, so that this sort of behavior is deterred. Most of the time when someone makes a threat like that, they don't actually want to do it; they just want someone to dodge. Personally I never dodge this situation. Most of the time they'll try once the game starts or they'll dodge themselves.

Riot does need to change up their system due to players like this..
Maybe make it so if a player is confirmed for being toxic or trolling, Then reports and LP can be reverted.. if you show screen shots to plead your case.
I feel bad and thankful a person dodge a game i set up cause we had a duo queue Troll fest
then the following game the duo queue trolls were put on the enemy team, where they cost the team 17-20 points of lost LP while one spammed hate, racism, and int fed all game long.
wish if this happened riot had some means or restoring Lp and what not or at least half of it.. if people were confirmed and punished for being toxic during those games.

You can clip the SS and submit a ticket to see what they say. I wouldn't really expect much though!
No, that would take way too much resources to prevent the abuse of a system that allows you to dodge freely. That would mean theyd have to start pending punishments and personally review every instance of dodging. Millions of players.... i dont think its feasible.
